Selangor to probe 'lopsided' KDEB land deal

SHAH ALAM, Nov 15 — Selangor will investigate state investment arm
Kumpulan Darul Ehsan Berhad (KDEB) for developing prime land in
Dengkil, Sepang in a "lopsided" deal with a subsidiary unit in 2006,
when the state was under Barisan Nasional (BN) rule.

The state assembly approved Hulu Kelang assemblyman Saari Sungib's
request today for investigations into the RM31 million development
which saw KDEB getting just RM4.15 million for nearly 10 acres of
land.

"The assembly attracts attention to the carelessness of the management
of KDEB and KHSB (Kumpulan Hartanah Selangor Berhad) in making the
decision to develop a 9.554 acre land belonging to KDEB and KHSB in
Dengkil, Sepang for a third party and received a payment of only
RM4,154,849.40, without considering the premiums that will be borne by
KHSB, or by only getting returns of only RM37,026.40, or RM3,875.81
per acre in a very strategic location," Saari told the state assembly.

Saari added that KDEB had entered an agreement with developer Temasek
Sehati Sdn Bhd in 2006 to develop the strategic piece of land, where
KHSB, the property vehicle of KDEB, would have to bear the premium for
the land.

Temasek Sehati is a subsidiary of KHSB.

Selangor Mentri Besar Tan Sri Khalid Ibrahim said that the value of
the development project was RM31 million, where KDEB received about
RM4 million while RM27 million went to Temasek Sehati.

Saari told reporters later that the premiums which KHSB was required
to pay would slash the property company's RM4.15 million share to just
0.1 per cent of the projected value of the development project, or
about RM37,000.

"The original agreement was that Temasek Hati would receive 87 per
cent while KHSB will get 13 per cent," said Saari.

"But this 13 per cent is inclusive of premiums. After paying the
premiums, KHSB will get only 0.1 per cent," he added.

The development project in Dengkil was to construct 80 office units,
according to the Construction Industry Development Board (CIDB)
Malaysia website. - minsider
